Baly Ambegaoker
President/CEO
Ms. Ambegaoker founded IDL Solutions in 1993. Under her leadership, IDL has successfully served over 100 clients, including twelve US Federal agencies, two states, three counties, and many commercial enterprises. Ms. Ambegaoker also led the company to a successful appraisal at the SEI CMMI Level 2 in 2005, which has become a standard of excellence for improving organizational processes in government and industry.
Ms. Ambegaoker also is active in professional and charitable organizations. In 2006, she was elected Vice Chair of the Industry Advisory Council Small Business Shared Interest Group. She has served on various boards, such as chairperson of the Wisconsin Women’s Board of Directors by the Department of Defense, board member of the African American Cultural Council, the Council of Small Business Executives, the Governor’s E-Government Council, Goodwill Industries Technology Business Advisory Council and executive board member of Wisconsin Women Entrepreneurs.
As an active participant in the international arena, Ms. Ambegaoker has accompanied the then Governor of Wisconsin, Tommy Thompson on missions to India, Australia and New Zealand. She has also received many awards, including the 40 Under 40 Award for Entrepreneurs in recognition of her business skills.

Mr. Ambegaoker leads multi-disciplinary teams to complete complex IT projects for private and government sector clients. His expertise has proven invaluable in helping clients to establish technical vision to develop strategic plans for their organization. He improves clients’ long term operations by providing project implementation and support planning. Mr. Ambegaoker has a strong background in enterprise systems. Using this background, he is capable of leading teams to conduct a business analysis while simultaneously providing an insightful look at various technologies. He has a keen ability to organize, quantify and disseminate information in simplistic form, bringing true understanding to the client.
Ed Silva
Senior Vice President
Mr. Silva has over 20 years of experience in the Federal IT sector. He possesses strong management and business development experience establishing and expanding businesses in the IT Federal marketplace. He has a proven track record delivering new opportunities totaling over $1.4 billion in business. Mr. Silva is an active member of professional organizations, such as the Industry Advisory Council (IAC) and the Armed Forces Communications and Electronics Association (AFCEA). Mr. Silva has served as Chair and Vice-Chair of the IAC Small Business SIG. Mr. Silva’s experience in information technology, his successful business development and management track record, along with his strong ties to the Federal contracting community, make him a valuable asset and an effective leader. Mr. Silva holds a Bachelor of Science degree in Business Information Systems from the University of Baltimore, and a Computer Science degree from Montgomery College.
Nisha Toskey, FSO
Director, Human Resources/Facility Security Officer
Ms. Toskey brings over 10 years of experience to the IDL team in the areas of Human Resources and Security. Ms. Toskey manages IDL's security and benefits programs, our performance and compensation program, employee relations, and the team's recruiting efforts. Ms. Toskey is a graduate of Virginia Tech, has a B.A. in Communication and Sociology, is a member of the Society of Human Resource Management, and is certified as a Facility Security Officer by the U.S. Department of Defense.
