CMS needed an improved change management system. IDL developed eChimp 1.0, a dynamic web-based application that tracks and coordinates the preparation of Change Requests (CRs), including day-to-day operating instructions, policies, and procedures based on statutes, regulations, guidelines, models, directives used by CMS program components, contractors and State survey agencies to administer CMS programs.

     Our user-friendly system maximizes the efficiency, accuracy and timeliness of processing CRs. eChimp allows users to complete all required CRs through secure online web forms. Before being accepted by the system, CRs go through a series of business rules. These rules ensure that a submitted document has all required information, streamlining the Change Management review process.

     A key aspect of this effort is defining stakeholder needs through a series of facilitated meetings involving 5-50 people. Our experienced personnel have facilitated meetings by moderating discussions on stakeholder goals and needs. Meeting participants share ideas, ask questions and provide insight into approaches to problem solving. These meetings play a key role in project decision-making. As facilitators, we played a critical role, directing the flow of discussion, resolving roadblocks, summarizing points, and keeping the discussion on track, capturing ideas and digressions, harnessing the emotions of the moment, keeping the spirit positive and productive. We prepared meeting agenda and a plan for approaching each item on the agenda. If we are aware of a particularly controversial issue affecting a specific group, we plan some “what if” scenarios. During the meetings, we collect comprehensive meeting notes that document all stakeholder needs and concerns. All decisions are documented.


     Based on the success of eChimp 1.0, IDL was tasked to develop eChimp 2.0, which enhances the functionality and workflow of the original solution. eChimp 2.0 extends web portal access to external parties who need to significantly participate in the POC Review step of the CR Process.
