Wisconsin's Department of Administration, Department of Enterprise Technology (DoA/DoET) needed to develop a user-friendly interactive approach to providing citizens with information and services. This work required defining business goals and integrating these with the State’s and stakeholders’ visions for the project.

IDL supported DoA/DoET in assessing real-world needs and defining strategies for moving forward into a user-friendly interactive approach to providing citizens with information and services. The project focused on identifying opportunities to share information between stakeholders. This included identifying and recommending ways to eliminate barriers to the sharing and accessing of information. The project adhered to defined business principles that served to help the project team identify priorities and options. Our efforts ensured that project partners were not required to change their ways of doing business. The operational business needs of the partners were key drivers to our solution, an easy to implement strategy that maximized existing government resources.

We developed, for example, an Emergency Medical Services System that met the needs of state-licensed Ambulance Service Providers, Service Provider Directors, Service Provider Medical Directors, EMS Section Staff, and State Troopers. IDL also was responsible for the defining and implementing the Wisconsin Citizen Portal Project. By understanding the needs of assorted stakeholders, IDL defined a strategy for providing interactive government services to help meet the needs of the businesses and the people of Wisconsin.
